If you buy stainless steel pipe or tube for process piping, heat exchangers, structural fabrication, or food and pharmaceutical systems, Q4 2026 offers something unusual: a genuine buying window on price — paired with a compliance deadline that can stall your shipment at the EU border if you ignore it.
Here is our read on the pipe and tube market as of mid-October, and what it means for your next order.

The single biggest cost input in 300-series piping has weakened sharply. LME nickel cash settled at USD 15,415/tonne on 8 October — the low of 2026 — and around USD 15,545/tonne on 9 October, roughly 7% below early September and about 20% below the May high. Exchange inventories sit near 285,000 tonnes, among the highest levels in years.
In China, the world's largest pipe and tube production base, this translates into soft ex-works prices (early October, tax-inclusive warehouse prices):
| Product | Grade | Reference Price (RMB/t) |
|---|---|---|
| Industrial welded pipe (Φ57–108) | 304 | 14,200 – 16,400 |
| Industrial welded pipe | 316L | 29,700 – 32,500 |
| Seamless pipe (Φ108×4) | TP304 | 16,400 – 18,000 |
| Seamless pipe | TP316L | 31,200 – 34,800 |
| Decorative welded tube | 201 | 8,400 – 9,050 |
Two caveats temper the optimism:
European buyers should also note: Aperam cut its official 304 alloy surcharge by EUR 43/t for October, and the October LME nickel monthly average is tracking about 5% below September. If you buy on surcharge-based contracts, ask for the lower November number.
Roughly speaking, seamless pipe (TP304/TP316L) currently carries a 15–30% premium over equivalent welded pipe in China. That premium buys uniformity and reliable pressure performance — worth paying for in high-pressure process lines, boiler and heat-exchanger service, and critical chemical applications.
For low- and medium-pressure service — water treatment, food and beverage lines, architectural and structural fabrication, general fluid transport — welded pipe (ERW/roll-formed from 304 or 316L strip) does the same job at a materially lower cost. Modern welded tube from reputable mills, with full weld seam annealing and eddy-current or hydrostatic testing, is fully code-compliant for most end uses.
The buyers who overpay are the ones who default to seamless "to be safe" on applications that will never see 40 bar. Match the product to the service conditions, not to habit.
This is the part most buyers have not internalized yet. Since 1 October 2026, every importer of steel into the EU must declare the country where the steel was first melted and poured, backed by a Mill Test Certificate naming the melt-and-pour country and heat number (Implementing Regulation (EU) 2026/1963). Invoices and delivery notes work as transitional evidence only until October 2027 — after that, they are supplementary at best.
This stacks on top of the EU's new safeguard regime in force since July 2026, which covers tubes and hollow sections: tariff-rate quotas roughly 47% smaller than before, with a 50% out-of-quota duty. Origin and melt location now directly determine what you pay at the border.
The practical takeaway: when you shortlist pipe suppliers, make documentation capability a scored criterion, alongside price. A supplier who can deliver complete EN 10204 3.1 certificates with heat-number traceability, melt-and-pour declarations, and CBAM embedded-emissions data is worth real money in avoided border delays and duty surprises.
At Goodsteel, we supply stainless steel pipe and tube across 304/304L, 316/316L, 321, 310S, and Duplex 2205 — seamless and welded, pickled or polished — with:
We track nickel, Indonesian policy, and EU/US trade rules daily so our customers don't have to. If a piping package is on your Q4 plan, this soft-price window deserves a conversation — before Indonesian policy or Q1 restocking changes the math.
